Charity Begins with Support—So Why Is St. Paul’s Bay Holding Us Back?

Establishing the Honey Badger Charity Youth Club and No Guilt Cafe in St. Paul's Bay is a vision aimed at enriching our community by providing valuable resources and safe spaces for our youth. However, navigating the complexities of local governance and securing initial funding present significant challenges.


Political Dynamics in St. Paul's Bay a history.

The political landscape of St. Paul's Bay has experienced notable turbulence, impacting community initiatives:

  • Mayor's Resignation: In January 2018, Mayor Graziella Galea resigned from her position, citing internal conflicts within the council. Despite stepping down as mayor, she continued to serve as a councillor representing the Nationalist Party.

  • Councillor's Departure: In November 2017, Councillor Robert Piscopo resigned after consistently opposing measures proposed by Nationalist Party members. This resignation underscored the internal divisions within the council.

  • Leadership Challenges: The council faced further instability when the next senior councillor declined the mayoral position, prompting the Justice Minister to intervene to resolve the leadership impasse.

  • Current Challenges: "I have reached out to Cencu Galea, who made a comeback as St. Paul’s Bay Mayor in June 2024, seeking his assistance in contacting various historic abandoned buildings throughout St. Paul’s Bay for our initiative. However, despite my efforts, I have yet to receive a response."


These political fluctuations have created an environment where community projects, such as ours, may struggle to find consistent support and clear communication channels.

Financial Barriers to NGO Registration

Beyond political challenges, the financial requirements for registering an NGO in Malta are substantial. The Malta Business Registry outlines registration fees based on initial asset values:

  • Up to €1,500: €350

  • Over €1,500 but not exceeding €3,000: €350 plus €23 for each additional €1,000 or part thereof

  • Over €3,000 but not exceeding €10,000: €420 plus €11 for each additional €1,000 or part thereof

  • Over €10,000 but not exceeding €20,000: €652 plus €11 for each additional €11,646 or part thereof


Additionally, expenses for legal consultations and administrative processes can further escalate initial costs, making it challenging for grassroots initiatives to formalize their operations. Additional costs for using an accountant firm for the registration.
